Let's start tearing up some paper and create our masterpiece!
Use your pencil and draw an outline of your penguin on the blue paper. It does not have to be exact or detailed, it is just a guideline.
Tear up a pile of each color of construction paper - black, orange and white. These can be square or round pieces, your choice.
Glue the black torn pieces all over the area that will be the body of your penguin.
You can leave spaces or overlap, again your choice on how you want it to look.
Leave a space between the wings and body though, so we can tell he has wings.
Repeat the same process, but this time with the white paper. Fill his belly area with the white.
Again, repeate the same process, but this time with the orange. This will be for his beak and feet.
If you need pieces to fit between the toes, you can easily tear as needed.
Glue your googly eyes above the beak.
All that paper tearing was tiring, but now look at our masterpiece!
