Outline and cut out 5-10 flowers. This depends on how many pictures you have. Create a flower for each picture. For this part you just need the outside of the flower. The middle of the flower is going to be your pictures.
Cut your pictures into a circle, to fit inside your flowers. Glue a picture to each flower.
Color all of your popsicle sticks green, for the stems of your flowers.
Cut out small leaves for your stems and glue them all over your popsicle sticks.
